3. Then leave oil in the pot, add ginger slices, green onions, and red pepper to stir-fry until fragrant, then put the hairtail fish in, pour some boiling water, add light soy sauce, dark soy sauce, vinegar, sugar, salt and pepper, and then turn on low heat and cook slowly.
